How do I constrain just the width but not the height?

Set the height to 1000. For example: https://filter.to/30x1000/http://yoursite.com/path/to/my/picture.jpg

How do I avoid increasing the size of the image? Ie. If the source image is smaller than the requested dimensions, I want to leave it at its current size.

Add the 'g' modifier. For example: https://filter.to/300x300g/http://yoursite.com/path/to/my/picture.jpg

Are https (SSL) images suppported?

Unfortunately, filter.to cannot retrieve images via SSL at this time.
